Will it work if I can't use ports?

I live in the country and my ISP has us on a NAT so I can’t use anything that requires ports. But, if the service has a central server it works because the device holds a connection open originating from within our network. So, my RING and WYZE cameras work as does a remote system for my ham radio that doesn’t require ports.

So, if I have an Arduino running some sensors and switches inside that network, should I be able to control it okay?
