Issue connecting to rpi via web or android

Hi,

My RPI 3 started acting up after very long. the problem is as follows:
RPI is on and running. My modem shows the IP address. if i log in via putty it works. when i try with the android-two different devices- or web browser from a pc it does not allow me to activate anything. it shows the IP address on the app as .101 when the actual IP is 102. the error on the app is cannot connect to remote device.

please assist.
