I don’t understand if artistic projects are in the scope of this contest? Can we consider that a project helping to make new/other way art have “Real-world practicality and usability”.

I am not sure why an artistic project wouldnt be considered. You should submit your idea.
I think I made a mistake of translation regarding “usability” wich for me was more usefull / utility.
So I have now 2 ideas, 1 artistic and 1 usefull ^^
Sounds like you can submit two projects then
